New Leader in Tax Haters Contest

New marijuana legalization law Project By New Republican Representative Nancy Mays of South Carolina imposes a small ad valorem tax of three percent on the drug, which is not enough to offset the disappearance of the current 280E selling expense tax (which applies only to illegal federal drugs).

To demonstrate how anti-tax it is, the bill adds a “delay” — no increase in that small tax for 10 years, unless three-quarters of each House approves the increase. Now that the moratorium can be rescinded by a simple majority law of Congress at any time: one Congress cannot bind the other. Stalling (which requires 60 Senate votes) can still be overturned by a simple Majority Act of Congress at any time, but that time has not yet come. I don’t know of any existing rule restricting Congress on taxes.

Anyway, if you’re looking for anti-tax sentiment, the Mace Bill tops the list.
