The language of the proposed ballot clause and Section 14 of the Missouri Constitution, our Medical Marijuana Act, make it clear that there is no limit to the number of commercial marijuana licenses a state may issue. As the Missouri coordinator of the National Organization for the Reform of Marijuana Laws, I can say that there is only a mandatory minimum that must be issued.
The Missouri governor, legislature, or the Department of Health and Senior Services can increase the number of commercial marijuana licenses under the current Medical Marijuana Act and under the proposed initiative, at any time.
